Brown County warrants are presumed open under Wisconsin Public Records Law (Wis. Stat. §§ 19.31–19.39). Per this statute, courts and law enforcement agencies disclose bench warrants, capiases, and criminal arrest warrants publicly, although there are two notable exemptions:

  • Active search warrants are legally protected with "all practicable secrecy" (Wis. Stat. § 968.21). Any complaint, affidavit, or testimony upon which a search warrant is based only becomes public after the warrant's execution.

  • Capiases or warrants issued for minors (Wis. Stat. §§ 48.396, 938.28) are permanently closed to public inspection.
